When I cut the balloons I used wiggly eyes rather then cutting them out and drew in the smiles with a pen. I used bakers twine for the string. Used foam tape to raise the balloons off the card to give a little dimention. I used 8 1/2" X 11" paper folded in half for the base of the card. Stampinggal attached the following image(s):
